Designing Sustainability Programs That Hold Up Under Pressure

10 strategic frameworks for clarity, alignment, and follow-through

Sustainability programs rarely fail because teams don’t care or lack expertise. They fail because direction is under-specified in environments that demand precision. Across sustainable agriculture, supply-chain, and climate programs, the same frictions show up:

  • Internal beliefs collide with external requirements
  • Pilots proliferate without clear exit criteria
  • Uncertainty gets absorbed as delay rather than designed for

The following 10 frameworks are designed to help leaders surface what governs program success: beliefs, assumptions, decisions, incentives, and habits. Each framework includes guiding questions you can use independently, or as preparation for a deeper diagnostic.

1. Strategic Goal (Outcome, Not Activity)

Research in goal-setting theory (Locke & Latham) consistently shows that specific, outcome-oriented goals outperform vague or activity-based ones, but only when goals describe a change in the world, not internal motion.

Many sustainability programs default to goals like:

  • “Launch pilots to substantiate market pathways”
  • “Improve reporting to access funding streams”
  • “Build data infrastructure to comply with market requirements”

These are means, not ends.

Key questions:

  • If this goal succeeds, what changes in the real world?
    • Whose behavior changes as a result?
    • What decisions become easier or faster?
    • What becomes unnecessary if this goal is achieved?

If success doesn’t alter decisions, incentives, or behavior, it isn’t strategic yet.

2. Decisions Before Activities

High-performing organizations are explicit about decisions, and ruthless about activities that avoid them. Karl Weick’s work on sensemaking shows that organizations often substitute action for choice under uncertainty, creating motion without direction.

Key questions:

  • What decision are we postponing by continuing this work?
  • What trade-off would this decision force us to confront?
  • What would we stop doing if this decision were made explicit?
  • Who has the authority to make (or block) this decision?

Programs stall when decisions are implicit, distributed, or deferred. Progress begins when commitment replaces motion.

3. Leading vs. Lagging Indicators

Measurement research shows that organizations overemphasize lagging indicators because they’re easier to validate, even though leading indicators are what enable learning and course correction. This bias toward lagging indicators (acres enrolled, credits issued, emissions reported) is well documented in performance management research. Lagging indicators confirm what already happened, often long after decisions are locked in.

Leading indicators, by contrast, are signals that predict whether a strategy is working before outcomes are fully realized. Critically, leading indicators are almost always behavioral and habitual, not technical.

Key questions:

  • Where do we currently only learn at the end?
  • What signals would tell us early that this strategy is drifting?
  • Which behaviors, if repeated consistently, would predict success?
  • What are we measuring because it’s auditable rather than actionable?

Programs that rely exclusively on lagging indicators learn too late to adapt cheaply.

4. Habit-Forming Strategy Loops

James Clear’s Atomic Habits makes a deceptively simple point with strong empirical grounding: You do not rise to the level of your goals. You fall to the level of your systems. Borrowing from Clear’s habit loop (cue → behavior → reward), high-impact programs institutionalize:  

  • Cues: signals that trigger reflection (e.g., decision delays, partner confusion, repeated exceptions)
  • Behaviors: small, repeatable strategic actions (e.g., assumption review, scope check, decision clarification)
  • Rewards: the outcomes you seek (e.g., reduced friction, faster alignment/enrollment, clearer next steps)

Over time, these loops protect strategy from erosion.

Key questions:

  • What behaviors would we expect to see weekly or monthly if this strategy were working?
  • Which leading indicators should automatically trigger review or adjustment?
  • Where are we relying on individual vigilance instead of system design?
  • What habits protect clarity when incentives, standards, or leadership change?

5. Effort × Impact Prioritization

A few years ago, during a strategy conversation at a team dinner, I sketched a simple effort-to-impact matrix on a napkin. It stuck because it forces teams to confront a basic question: where is our energy actually going, relative to what it changes? One axis is effort (time, cost, organizational energy). The other is impact (decision leverage, behavior change, downstream effects).

List your current initiatives and place them in one of four quadrants, using effort (time, cost, energy) on one axis and impact (decision leverage, behavior change) on the other. Then ask the questions that correspond to each quadrant.

Low Effort / Low Impact = Low reward, low likelihood of success

Ask: If we stopped this, what would actually break?

High Effort / Low Impact = The path to burnout

Ask: What assumption is forcing this level of effort for so little return?

High Effort / High Impact= High activation energy

Ask: Do we have the mandate and capacity to see this through?

Low Effort / High Impact = High catalytic effect (the goal)

Ask: What decision or clarification would unlock multiple downstream actions?

The value of this exercise isn’t precision: it’s pattern recognition. Teams don’t fail because they misplace one activity; they fail because they never revisit where effort is accumulating relative to impact.

6. Working Backwards from Trust

A common pattern I see across sustainability programs is a desire to increase trust, with auditors, buyers, producers, regulators, funders, or internal leadership. Trust is treated as a general good: more rigor, more validation, more proof must be better. In practice, this instinct often does the opposite. When programs don’t specify whose trust they need and for what purpose, they end up:

  • Designing for the most demanding audience by default
  • Over-investing in rigor that doesn’t unlock decisions
  • Delaying action while waiting for consensus that never comes

Trust is not a single state. It is decision-specific and actor-specific. It’s: trusted by whom, to do what, under what conditions?

Work backwards from the decisions your program is meant to enable, then identify the minimum trust required for those decisions to move forward.

Key questions

  • Which decisions does this program need to support in the next 6–12 months?
  • Who needs to trust the outputs for those decisions to be made?
  • What standard, norm, or expectation governs that trust?
  • How much uncertainty is acceptable for that decision?
  • What would be sufficient to move forward, not perfect?

Different actors answer these questions differently. Designing for all of them at once usually satisfies none.

7. Assumption Mapping

Unstated assumptions are invisible risks. Most strategic failures trace back not to poor execution but to assumptions that were never surfaced and tested. Research on Strategic Assumption Surfacing and Testing shows that unexamined assumptions are a common source of hidden risk and that making them explicit improves decision quality.

In project practice, all assumptions are recognized as vulnerable meaning they can fail and require adjustment. When teams treat assumptions as implicit truths rather than testable propositions, they expose strategies to late-breaking surprises that could have been anticipated. Likewise, strategic thinkers warn that strategies built on outdated or unrealistic assumptions are far more likely to stall or derail, because the beliefs underlying them never matched how the world works.

Key questions

  • What must be true for this program to work (and how would we know if it isn’t)?
  • Which beliefs are widely held but untested?
  • What evidence would challenge these beliefs?
  • Who inside and outside the organization must hold these beliefs for progress to occur?

Good strategies monitor assumptions rather than defending them.

8. Obstacle-Proofing (Pre-Mortem Thinking)

Obstacle-proofing treats failure as predictable rather than hypothetical. One practical way to do this is to run a short pre-mortem using the WOOP framework, which forces teams to name internal barriers before they harden into outcomes.

For each major initiative, walk through the four steps below.

  • Wish: What is the specific goal we are trying to achieve?
  • Outcome: What decision, behavior change, or system shift does success enable?
  • Obstacle: What internal barrier is most likely to derail this (e.g., misaligned incentives, decision avoidance, capacity limits)?
  • Plan: If that obstacle appears, then what will we do differently? (what’s our if-then?)

Key prompts

  • Which obstacles have derailed similar efforts in the past?
  • Which risks are internal rather than external?
  • What signals would tell us this obstacle is emerging?
  • Is our response procedural or merely aspirational?

The value of this exercise is not pessimism, it is preparedness. Programs that name obstacles early can adapt while the cost of change is still low.

9. Actor–Value–Risk Alignment

Once goals, assumptions, and obstacles are clear, the remaining question is whether the system is aligned to support them. Sustainability programs often assume alignment that hasn’t been tested. In practice, resistance usually shows up when the people asked to change behavior are not the ones who benefit, or when they carry disproportionate risk.

Map each major initiative across three questions:

  • Actor: Who must change behavior for this to work?
  • Value: Who benefits if it succeeds (financially, operationally, reputationally)?
  • Risk: Who bears the cost if it fails?

Key questions

  • Are value and risk carried by the same actors expected to act?
  • Where are we relying on goodwill instead of incentives?
  • What resistance is predictable given this alignment?

Misalignment here doesn’t create debate, it creates drag.

10. Drift Detection

Most programs don’t fail outright. They drift. Goals soften. Scope expands. Temporary work becomes permanent. Decisions get revisited informally rather than explicitly. None of this feels dramatic, until momentum (or funding) is gone.

The exercise: Periodically ask where direction has changed without a deliberate decision.

Key questions:

  • Which goals have subtly shifted since we started?
  • What new work has been added without removing old work?
  • Where have standards or expectations crept without review?
  • What are we continuing out of habit rather than intent?

Programs that detect drift early retain agency. Those that don’t lose it slowly.

A note on conditions for success

You don’t need all ten frameworks at once. You need the right ones, applied at the right moment. The hardest part of sustainability program design isn’t execution: it’s clarifying direction under uncertainty and then protecting that clarity as complexity increases. The frameworks above are not silver bullets. They work best under two conditions that are often overlooked and rarely named explicitly.

First: shared intent.

These tools assume that the core team genuinely wants clarity, even when clarity forces hard trade-offs. If the goal is to preserve optionality, avoid conflict, or delay decisions, no framework will substitute for that willingness.

Second: trust in the process and in one another.

Strategic planning in complex systems depends on teams being able to surface assumptions, challenge beliefs, and revisit decisions without fear. When trust is low, even well-designed processes become performative.

In other words, these frameworks are most effective when:

  • Teams are aligned around the need to decide, not just discuss
  • Participants believe collective decisions will be honored and acted upon
  • Dissent is welcome, treated as input, not obstruction

Without these conditions, the work risks becoming another layer of analysis rather than a catalyst for action.
